Oregon resident Todd Marcum reportedly admitted to terrorizing his four children by shocking them with an electric dog collar. The youngest child is just 3 years old, and Todd Marcum allegedly chased the boy around with the collar as the terrified child cried.
Todd Marcum, 41, said he did it “because he thought it was funny,” Salem Police Lt. Dave Okada said.
